2025 Master Plan
In Fiscal Year 2024–2025, Tarrant County Emergency Services District No. 1 retained Fitch & Associates to conduct a comprehensive organizational study and develop a master plan with data-driven recommendations
The TCESD1 2025 Master Plan serves as the District’s strategic roadmap for the future of fire protection and emergency medical services across our 183-square-mile service area. Developed through data-driven analysis, community input, and collaboration with our partner departments, the Master Plan outlines long-term priorities to ensure we continue delivering high-quality, fiscally responsible emergency services to the unincorporated areas of Tarrant County.
The 2025 Master Plan focuses on:
- Operational Readiness – Enhancing response capabilities, apparatus deployment, and station coverage to meet current and projected growth.
- Personnel & Workforce Development – Strengthening recruitment, retention, training, and leadership development to support a high-performing team.
- Capital Planning & Infrastructure – Identifying future facility, fleet, and equipment needs aligned with population trends and risk assessments.
- Financial Stewardship – Ensuring sustainable funding strategies, responsible budgeting, and long-term fiscal stability.
- Community Risk Reduction – Expanding prevention, education, and mitigation initiatives to reduce emergencies before they occur.
This plan reflects TCESD1’s commitment to strategic growth, transparency, and continuous improvement. As our community evolves, the 2025 Master Plan ensures that we remain proactive, prepared, and positioned to serve with excellence—today and in the years ahead.
