Board of Commissioners
The Tarrant County Emergency Services District No. 1 Board of Commissioners provides leadership, governance, and fiscal oversight to ensure the delivery of high-quality fire suppression and emergency medical services to our community. The Board establishes District policy, adopts the annual budget and tax rate, oversees long-range planning, and ensures transparency and accountability in all District operations.
Our Board is composed of dedicated public servants committed to protecting lives, property, and taxpayer resources who work collaboratively with District leadership and service providers, the Board of Commissioners guides strategic direction, promotes financial stewardship, and upholds the mission of TCESD1 to serve our residents with professionalism, integrity, and excellence.

President Davis serves as the chief presiding officer of the Board of Commissioners, providing leadership, direction, and coordination of Board activities. Working closely with fellow Commissioners and District leadership. President Davis helps guide strategic priorities, uphold accountability, and support the mission of serving our community through effective fire and EMS oversight.

Vice President Moore supports the President and fellow Commissioners in carrying out the governance and oversight responsibilities of the District. In the absence of the President, Vice President Moore presides over meetings and helps ensure continuity of leadership. Her role includes assisting with strategic planning, policy development, and maintaining accountability to the community we serve.

Board Secretary/Treasurer Casarez ensures the integrity and transparency of the District’s official records and financial oversight. His role is responsible for overseeing fiscal reporting, and supporting the Board in adopting sound budgetary and financial practices. Secretary/Treasurer Casarez helps safeguard public funds while promoting accountability and compliance with all applicable laws and policies.

Assistant Treasurer Heiskell supports the Secretary/Treasurer in overseeing the District’s financial stewardship and accountability. Her role assists with reviewing financial reports, monitoring budget compliance, and ensuring transparency in fiscal matters. Assistant Treasurer Heiskell helps safeguard public resources while supporting sound financial governance and responsible oversight.

Commissioner Jones serves as a steward of the public trust, providing governance, policy direction, and oversight for the District. All Commissioners work collaboratively to adopt budgets, set the tax rate, approve contracts, and guide long-term planning to ensure high-quality fire and EMS services. He is committed to transparency, fiscal responsibility, and protecting the safety and interests of the community we serve.
