JENNIFER HILBURN

Jennifer Hilburn joined Tarrant County Emergency Services District No. 1 (TCESD1) in September 2025, as Chief Financial Officer. She currently serves as the Administrative Services Director and District Secretary. 


Jennifer brings more than twenty years of progressive experience in municipal government. At the City of Grand Prairie (2003–2016; 2024–2025), she advanced through public safety administration as a 9-1‑1 Emergency Communications Specialist, Executive Assistant, Quartermaster, Financial Analyst, and Administrative Supervisor in both the Police Department and Parks & Recreation Department—supporting executive leadership, supervising civilian staff, coordinating budgets, and conducting financial analysis; she also served as the liaison for the Parks & Recreation Board. From 2017 to 2024, she served the City of Richland Hills as Executive Assistant, Administrative Services Manager, and Assistant to the City Manager, where she led municipal budgeting and financial coordination, organizational development, board and council support, civilian supervision of multiple areas, and cross‑department strategic initiatives.


Her public service excellence has been recognized with multiple honors, including Chief’s Non‑Sworn Employee of the Year (2020) and City of Richland Hills Employee of the Year (2021). In August 2024, she was named the City of Grand Prairie’s Exemplary Employee of the Month, reflecting her consistent commitment to high standards, integrity, and service.


Known for a leadership style grounded in accountability, collaboration, and continuous improvement; Jennifer prioritizes transparency, accuracy, and responsible stewardship of taxpayer resources—helping ensure TCESD1 remains responsive and ready to serve the residents and businesses of the unincoporated areas of Tarrant County.
