JAMES BROWN

James Brown began his service with TCESD1 on September 22, 2025, bringing more than four decades of fire and EMS leadership experience to the District. His career reflects a deep commitment to public safety, operational excellence, and mentorship within the Texas fire service.


Prior to joining TCESD1, Chief Brown served as Fire Chief for the City of Kennedale Fire Department from December 2018 to April 2024. In this role, he led departmental operations, strategic planning, personnel development, and community risk reduction initiatives, strengthening service delivery and organizational performance.


Chief Brown’s distinguished career began with the City of North Richland Hills Fire Department, where he served from August 1987 to November 2018. Over 31 years, he advanced through the ranks, serving as:

  • Firefighter/Paramedic
  • Apparatus Operator/Paramedic
  • Lieutenant/Paramedic
  • EMS Coordinator
  • Battalion Chief


Throughout his tenure, he demonstrated exceptional leadership in emergency response, EMS system management, and personnel development, helping shape operational standards and mentoring generations of firefighters and paramedics.
